Do All Members Need a PRO+ Plan to See Custom Fields and Edit Them?

No, only the project owner need a PRO+ plan to create and administrate custom fields. Viewing and editing the content of the fields can be done by any member - even members on the FREE plan, as long as the project owner is subscribed to PRO+.
